| Regarding my husband’s spouse visa and my TR |

Hello, I’m Sandeep kaur. I’m gonna complete my [master of technology(enterprise systems and business analytics) ]study in this Nov. my husband is in india and we applied spouse file in oct last year and now his file has got rejected. So some people recommended to apply his visa again in my TR.
So my question is:
how can we get his spouse visa asap.
And is my course in PR list and what are the requirements of PR in my case?
Do i have to move somewhere else for my professional year study as I’m in Melbourne right now?
And can you get me experience in IT if I don’t get any job after the professional year?
